His article is styled like one of those “The Atlantic” articles/neo-conservative blog entries, so that obviously means he has some heavy US influences shaping his thinking. Yes, India’s powers-that-be follow a westernized democratic form of foreign policy, and yes, that means they will lie all the time and make back room deals.

It’s like the Obama conundrum - he’s elected by the US to lead the US, but the Nobel Peace Prize Committee thinks he was elected to lead the world. Similarly, Delhi exists to lead India, but Mehta wants them to lead the world. They won’t.
